Do the PI and each Co-PI submit separate notices of intent/proposals for a single collaborative project?

No. One NoI/proposal is required for each project submitted for funding consideration. Each individual PI/Co-PI associated with that project does not need to submit an individual NoI or proposal. In the NoI module you can add Co-PIs and other personnel by selecting “Edit” for the personnel page (form 2) and clicking “Add New Personnel”. These personnel will be carried over into the proposal from the NoI submission.

Do page limits on the narrative section of RCS proposals include any pages in the appendices, or are appendices separate from narrative limits?

The page limits for the narrative section of RCS proposals do not include any appendices. Appendices (including letters of support) have separate page limits, not to exceed 15 pages for RCS multiyear and five pages for RCS One-Year (see RFP section V.B.8).

I would like to make a change to my project title but LOGAN will not permit this. How can I make the necessary changes?

Title changes from NoI to proposal are not typical and should not be requested unless absolutely necessary. As noted in the RFPs, titles may change only slightly from NoI to proposal, and the substance/subject matter of the project may not change. If the proposal has not yet been submitted to BoR, you may request a change in writing through support@laregents.org; if the proposal has been submitted, no changes are possible. Staff will review each request and determine whether it is allowable within the RFP requirements. Any title change request must be submitted for consideration well in advance of submission deadlines to ensure sufficient time to process. Requests received within 48 hours of the deadline may not be processed in time for the final submission; no title change request will be considered within 24 hours of the submission deadline.

After reading the faculty eligibility requirements in the RFP, I have questions about the degree to which the guidelines apply to my particular experience.

Eligibility questions are often specific to the circumstances and experiences of individual applicants. If you have questions, you should contact the program manager directly to discuss the particular circumstances that are of concern.

I currently serve as PI on an RCS grant that concluded on June 30, 2018. The final project report was submitted and approved on July 2, 2018; however, the final expenditures report is not due until September 30, 2018. Am I eligible to submit a RCS NoI/Proposal for the FY 2018-19 RCS competition?

RFP section III.B.1.ELIGIBLE FACULTY specifically states “. . . An eligible faculty member may serve (see section V.A.1) as a principal or co-principal investigator on a maximum of one RCS grant at any one time  . . .” Note:  All rules, regulations, and limitations in the RFP for research proposals . . . holds true for the RCS notice of intent. Therefore to become eligible for the FY 2018-19 RCS competition, the current RCS grant must be officially terminated, i.e., all final reports (Project and Expenditures) must be submitted and approved prior to the R&D NoI due date of September 11, 2018.  There is nothing that prohibits the submission and approval of all final reports prior to the reporting schedule identified in the contract.

Finally, prior to resubmitting to the RCS program (multi-year or one-year component) you should consider the goal of the RCS program, which is to enable faculty to overcome barriers to national competitiveness, thus leveraging RCS funding support with national-level funding.  Any resubmissions by previous RCS award recipients are carefully reviewed by the Final Panel to determine alignment of previous funding with program goals when developing funding recommendations.

When considering sustainability for R&D, are reviewers instructed that primarily undergraduate institutions will be applying for federal funding?

Sustainability plans are required for Departmental ENH, but not R&D programs. RCS, however, is targeted to assist faculty in becoming competitive for federal funding, and panels look closely at opportunities for federal research support and the project’s potential competitiveness in the federal context.

Sometimes new hires accept a faculty position but do not start right away. This means a faculty member could arrive on campus during the grant period, but would not be on staff during the application cycle. Would such a faculty member be eligible to submit an RCS proposal for the funding cycle after hiring but before he/she joins the faculty?

No. An applicant may submit a maximum of one RCS NoI with the applicant listed as “Principal or Co-Principal Investigator.”

The RFP states “RCS one-year research investigators may not request salary or fringe benefits for faculty of support personnel . . .” Does this mean that one-year projects does not allow a PI to hire student assistants?

Support for graduate or undergraduate assistants are permitted for RCS one-year projects.

For the RCS (1-year), when we request equipment, we have to provide a 25% cash match. If we include academic salary this is considered cash by the university, does this satisfy the requirement?

No. The 25% minimum cash match must be provided towards the purchase of the equipment. The Support Fund will provide up to 75% of the equipment cost.

I’m a second year assistant professor in the Math department; am I eligible to submit to RCS?

RCS has discipline cycles, typically two-years-on, two-years-off, with a handful of high-priority disciplines eligible every year. Consult the RFP to determine when your project will be eligible. Please keep in mind it is the focus of the research that should determine your discipline selection, not the department of your employment. Out-of-state subject-area reviewers will be the final authority on the appropriateness of discipline selections.

Can you tell me what “identify sections” mean under the question on confidential and proprietary information?

The confidential/proprietary information contained in the document must be clearly identified. The PI must conform to the requirements of R&D RFP section V.A.5. GUIDELINES FOR IDENTIFYING, LABELING AND CERTIFYING THE CONFIDENTIAL NATURE OF INFORMATION CONTAINED IN RESEARCH PROPOSALS. . .“

I plan to submit a proposal to the RCS. I want to work with a collaborator from outside of the State. Am I allowed to have the cost of samples and a small consultancy fee to the collaborator on my budget?

Yes. Please note that out-of-state reviewers will ultimately decide whether the costs should be allowed.

I submitted a RCS Notice of Intent (NoI) for a one-year project $47,481. The NoI should have been for a 3-year project totaling $142,443. The title is still the same. Is it okay for me to submit a proposal with these changes?

No. The full RCS proposal may change slightly when submitted from that originally stated in the NoI. Clearly, this not the case.

I am preparing my RCS application and just wanted to confirm the due date for the proposal. The proposal is due on November 7 and the budget is due on October 24th. Is this correct?

The deadline for receipt of RCS proposals is typically November 7 of the cycle year, at 4:30 p.m., Central. Check the timetable in the RFP to confirm submission deadlines during the cycle in which you apply. Regarding the budget due date, this is not an RFP requirement and is most likely an internal deadline set by the institution. Institutions must review and submit all proposals to the BoR, so often set internal deadlines to give their staffs sufficient time to complete all work to meet BoRSF deadlines.
