On March 29th Louisiana voters rejected Constitutional amendment 2, passed during the 2024 Third Extraordinary Session, which had repealed the Kevin P. Reilly, Sr. Louisiana Education Quality Trust Fund and its subfunds, including the Board of Regents Support Fund. For the Support Fund, this repeal means that the FY 2024-25 funding cycle, including all grant and endowment programs, will continue as normal. Consultant reports including funding recommendations will be released during the first week of April (April 1-4), with Board of Regents action on April 23rd. Contracts will be issued as soon as possible following Board approval and must be finalized and fully executed by the end of June. The specific timeline, next steps, and instructions for completion will be provided along with the contract documents. Reporting for all grant and endowment programs will continue according to contract and policy provisions and timelines.
The FY 2025-26 BoRSF Plan and Budget included the same programs as previous years and staff believe these competitions, as of now, will continue as normal. RFPs for FY 2025-26 are expected to be issued in early July. We will continue to update as additional legislative actions are taken that might affect the Support Fund.
