According to Article VII, Section 10.1 of the Louisiana Constitution, at least sixty days prior to each regular session of the Legislature the Board of Regents must submit to the Governor and the Legislature a proposed plan and budget for the expenditure, during the coming fiscal year, of money available to higher education from the Board of Regents Support Fund.
